After several months of testing, Facebook is updating the way publishers show breaking news.

Posts featuring the Breaking News tab are now available to publishers in Australia, France, Germany, Mexico, Spain, and the UK.
These stories will be tagged as "breaking news" in CrowdTangle, and presumably be prioritised over regular content. Facebook reckons people engage more actively with this type of content.
Hot off the press
Apparently, breaking news tabs featuring stuff about politics, crime, disaster and business perform best. Publishers will be able to add the tag and remove from posts when they choose.
Finally, Facebook has launched third-party integrations with partners including Social News Desk and SocialFlow. This will make posting from these platforms more streamlined.
Facebook is expanding the breaking news test to Europe and Asia, to better understand how users in those markets engage with the content. Updates are now live in Australia.
