Twitter is testing a way to deliver ads to Tweeters, even if they're logged out.

Twitter explained the update in a blog post.
"Earlier this year we broadened the availability of ad syndication, so that marketers can —with a single click — expand their campaigns from Twitter to a much larger audience.
"Now, we’re taking this a step further with a test for marketers to reach the over 500 million people who visit Twitter each month to keep in touch with what’s happening without logging in."
Ad it up
At this stage Promoted Tweets and Videos will only appear on profile pages and Tweet detail pages on desktop and web.
While logged-out users may yet get as accurate targeting as their logged-in counterparts, the update may allow marketers to reach far larger audiences with their Twitter ad campaigns.
The trial is now rolling out with select advertisers in the US, UK, Japan, and Australia.
