LinkedIn Sponsored InMail has just been updated, and can now be accessed by all LinkedIn users.

The feature, previously only available to premium or paying users, lets you send messages to anyone on LinkedIn.
The program has been in beta since August with 100 marketers, and is designed to help you target new clients and contacts.
Sponsored InMails will only be sent when the recipient is online, and appear toward the top of the inbox.
Recipients will be given a list of options to respond, such as 'Make a purchase', or 'Visit a website'.
Say g'day
To combat spammers, InMails can only be sent to users once every 60 days.
You can opt-out of InMails from specific users or companies, or completely turn off the feature.
Used prudently, Sponsored InMails could be a boon for marketers with a heavy LinkedIn presence.
